CONDOLENCE RESOLUTION

Harkishan Singh Surjeet

The 20th Congress of the Communist Party of India (Marxist) pays respectful homage to the memory of Comrade Harkishan Singh Surjeet, former general secretary and veteran leader of the Party and the Left movement.

Comrade Surjeet joined the Communist Party in 1934. Surjeet was elected to the Central Committee and Polit Bureau of the Communist Party of India at the Third Congress of the Party in January 1954. Surjeet was one of the leaders who fought against revisionism and constituted the core of the leadership who went on to form the CPI(M) in 1964. He also fought against Left sectarianism.   He was elected as the general secretary of the CPI(M) at the 14th Congress in 1992 and served in that position till 2005.

In these four decades, he made a key contribution to the Party’s programmatic and tactical policies.  He was one of the first leaders who recognised the threat posed by the rise of the communal forces and to work out tactics to isolate them. Surjeet played a remarkable role in the defence of national unity. He firmly stood and led the fight against Khalistani terrorism in Punjab. He had a life-long association with the peasant movement. He led the anti-betterment  levy struggle of the farmers in Punjab in 1959. He served as the president and general secretary of the All India Kisan Sabha for a long period. He played a key role in mobilising support for the national liberation struggles and for solidarity with the Vietnamese struggle and in defence of Cuba.

He became a member of the legislative assembly before independence in 1946 and after independence, he was a legislator for over four decades. He was the chief minister of West Bengal from 1977 to 2000.

Under his leadership, the Left Front government embarked on land reforms on a scale unprecedented in the country; it instituted a  panchayati  raj system which was radical for its times, which gave the poor peasants and small farmers a say in running the panchayati institutions.  Jyoti Basu became a symbol for the Left, democratic and secular forces in the country. As chief minister and as a Left leader, he played an important role in pushing for restructuring centre-state relations.
