On Sixth Pay Commission Recommendations

Resolution Adopted at the XIX Congress on April 1, 2008

THE XIX Congress of Communist Party of India (Marxist) notes with concern that the Sixth Pay Commission constituted for the wage/salary revision of the central government employees has made certain recommendations that are detrimental and harmful to the interests and rights of the employees for which reason representative organisations of the employees have protested against the recommendations.

The Commission recommended abolition of Group �D� posts which means elimination of 12 lakh posts in the central government service itself. This will mean contractualisation/outsourcing of the regular jobs in government departments hitherto being done by the regular employees. The Commission�s recommendation on wage/salary rise is grossly discriminatory against the employees� category vis-�-vis the high level officers. Similarly, jawans and lower grade employees in the defence services have been discriminated against in relation to the increase given to officers. Further, the Commission, going beyond its terms of reference, recommended corporatisation of defence production establishments and railways.

The XIX Congress urges the government not to accept the recommendations pertaining to abolition of posts and corporatisation of railways and defence establishments. The government should take urgent corrective steps on the concerned aspects of highly discriminatory treatment in consultation with employees� organisations.

As the Sixth Pay Commission recommendations have also got a bearing on the wages/salaries of the employees of the state governments, the XIX Congress demands that the central government grant at least 50 per cent of the additional funds required for all the state governments and for special category states of North East it should be at least 90 per cent for consequential wage/salary revision of the state government employees, teachers and others concerned.
