On January 28, 2003, the Central Committee of the Communist Party of India (Marxist) sent the following message of greetings to the Central Committee, Communist Party of Nepal (UML), on the party’s 7th congress.
Dear Comrades,
THE Central Committee of the Communist Party of India (Marxist) extends its warm fraternal Communist greetings to the 7th national congress of the Communist Party of Nepal (United Marxist-Leninist).
The 7th national congress of the Communist Party of Nepal (UML) is meeting in the background of the renewed imperialist offensive to establish its hegemony --- economic, political and military --- worldwide. Simultaneously, we are also witnessing imperialism’s attempt to transfer the burdens of the deepening world capitalist crisis on to the developing countries.
The recent period has seen the growing influence of the United States in the South Asia region. Under the ruse of “global war against terrorism,” the US is augmenting its military strength and influence in the region. Again, it is by use of this very same pretext that it is seeking to attack Iraq once more, disregarding international public opinion and bypassing the United Nations.
World developments have shown clearly that capitalism is not only incapable of solving the basic problems facing humanity but, on the contrary, mercilessly dehumanises civilisation through its predatory search for profits. The enormous potential for raising the living standards of the vast mass of the world population as a result of scientific and technological advances is being hampered by the predatory role of international finance capital.
The present situation demands that the Left, progressive and democratic forces the world over, and in South Asia in particular, should rally together to counter the fresh wave of imperialist assaults all over the world.
The Communist Party of India (Marxist) highly appreciates the role played by the Communist Party of Nepal (UML) in the political life of Nepal. The Communist Party of India (Marxist) has been keenly following the developments in Nepal. A new situation has emerged after the King ousted the elected prime minister, dissolved parliament and appointed his trusted loyalists in office. These actions by the King go against the spirit of the people’s movement of 1990 that led to the restoration of democracy in Nepal and the current constitution. Only a dialogue between all the parties concerned and joint initiatives can help bring stability in Nepal. Towards this end the constitution of a government of parties represented in parliament, which in turn can hold dialogue with the Maoists to bring them into the political mainstream, should be the priority.
The Communist Party of India (Marxist) has close fraternal relations with the Communist Party of Nepal (UML). The cooperation and the strengthening of the fraternal relations between our two parties will further expand and strengthen the friendly relations between the people of India and Nepal.
The Central Committee of the Communist Party of India (Marxist) is confident that the deliberations of the 7th national congress of the Communist Party of Nepal (UML) will facilitate further growth and expansion of the Communist Party of Nepal (UML). We once again wish your congress all success.
